Any building work carried out within the South Burnett Regional Council must be approved, either by Council or by a Private Building Certifier prior to the commencement of work.
Building work includes but is not limited to:
- Construction of new Buildings
- Alterations and/or additions to existing buildings, including shop fitouts
- Demolitions and removals
- Re stumping
- Enclosing areas under high-set buildings or enclosing verandahs
- Garages, carports and garden sheds
Building classifications as defined in the National Construction Code Building Code of Australia as amended.

A swimming pool is defined as a structure that is:
- capable of being filled to a depth of 300mm, or
- has a volume of more than 2000 litres,
- or has a filtration system.
All pools require building approval including in-ground, above ground, spas and inflatable pools.
Pool Safety requirements
All pools(and spas) in Queensland must be fenced and registered on the Pool Safety Council Register.
The Register includes a record of pools in Queensland, pool safety certificates issued and a list of all licensed Pool Safety Inspectors.

For all applications, you must:
- Complete relevant forms;
- Provide any mandatory supporting information identified on the forms as being required to accompany your application;
- Lodge the application, including the relevant forms, with the relevant assessment manager (generally the relevant local government); and
- Pay any relevant application fees.
